What decided it

It had not been demonstrated that the sequential test for flood risk had been passed, because the gardens could not be disaggregated from the proposed houses for flood risk classification purposes.

The benefits of housing and self-build provision, temporary construction employment and environmental improvement did not clearly outweigh the environmental harm from unresolved flood risk and the economic harm from loss of employment land, so the balance tipped against the proposal.
