The site's location outside the village boundary in open countryside, combined with the significant harm to character and appearance through urbanisation of land that contributes positively to the rural settlement edge, outweighed the benefits of self-build delivery where the development plan is not out of date and the tilted balance is not engaged.
The significant weight afforded to development plan conflicts and harm to character and appearance was not outweighed by the significant weight given to self-build delivery and moderate weight to comparable allowed appeals, resulting in dismissal in accordance with the development plan.
