Main issues, as the Inspector framed them
- the effect of the additional floor on the character and appearance of the host building and the heritage assets, including the setting of the nearby listed buildings and the character and appearance of the East Cliff Conservation Area
- the effect of the roof terrace on the living conditions for the guests of No 16 Charlotte Street in terms of noise and disturbance and privacy
What decided it
The additional floor is visually discordant and intrusive, harming the conservation area and listed building settings with no public benefits to justify the less than substantial harm, and the roof terrace causes unacceptable noise and privacy impacts on neighbouring hotel guests.
The less than substantial harm to the conservation area and setting of listed buildings at Nos 16 and 17, to which considerable weight must be attached, was not outweighed by any identified public benefits, and the harm to neighbouring living conditions was unacceptable.
