What decided it

The proposed dwelling would not be truly outstanding or innovative as required by FLP policy H6 for isolated dwellings in the countryside, and would adversely affect the significance of the Lytham Hall Registered Park and Garden.

The benefit of reinstatement of the walled garden walls to heritage significance was outweighed by the harm that would be caused to Home Farm and the Registered Park and Garden by the proposed dwelling, which conflicts with the development plan with no material considerations to justify determination otherwise.
