The less than substantial harm to the setting of the Grade II listed building, when weighed against the public benefits in accordance with paragraphs 199 and 202 of the Framework, was not outweighed by those benefits.
The conventional untilted balance applied because of the heritage harm; the adverse impacts of the proposal, including heritage harm, unsustainable location, loss of employment land, and potential prejudice to adjacent employment uses, were matters of significant weight that comfortably outweighed the claimed benefits of housing delivery and brownfield redevelopment.
