Main issues, as the Inspector framed them
- The effect of the proposed development with regard to the loss of an Asset of Community Value (ACV)
What decided it
The extensive marketing of the property over three years at an appropriate value with no substantive evidence of community demand or viability as a public house, combined with the availability of alternative community facilities nearby, demonstrated that the loss of the ACV would not reduce the community's ability to meet its day-to-day needs.
The significant benefits of residential development on previously developed land, including new housing units, economic benefits, and efficient use of land, outweighed the loss of the Asset of Community Value, particularly given the lack of viability and community demand for the public house use
