What decided it

The absence of a five-year housing land supply engaged the tilted balance under paragraph 11(d) of the Framework, and the modest housing benefits of two additional net dwellings outweighed the absence of any significant adverse impacts on the conservation area.

The modest social and economic benefits of housing supply and construction jobs, together with modest environmental benefits from design and landscaping, outweighed the absence of significant adverse impacts, with the proposal representing sustainable development under the Framework read as a whole.
