What decided it
The significant contribution to housing supply on a suitable previously developed site within a settlement, combined with the Council's inability to demonstrate a five-year housing land supply, outweighs the failure to secure affordable housing and the low-level harm to non-designated heritage assets.
The significant benefits of housing delivery and the use of previously developed land in a sustainable location substantially outweigh the moderate weight given to the conflict with Policy CS 40 on affordable housing and the low-level harm to the significance of non-designated heritage assets, with the presumption in favour of sustainable development tipping the balance in favour of permission.
