What decided it

The proposed flat-roofed design would be out of keeping with the pitched roofs of neighbouring houses and would cause harm to the character and appearance of the area that was not outweighed by the housing benefits, which were no greater than those of the already-approved scheme.

The benefits of housing delivery and the established principle of development did not outweigh the harm to the character and appearance of the area resulting from the detailed design of the houses.
