What decided it

The proposal would create a demand for parking significantly exceeding the four spaces provided, resulting in additional vehicles parking on narrow, already-saturated surrounding streets and creating an unacceptable impact on highway safety.

The benefits of brownfield redevelopment, employment opportunities and housing provision were outweighed by the significant harm to highway safety arising from inadequate parking provision and resulting on-street parking congestion.
