What decided it

The existence of a lawful development certificate confirming over 10 years of continuous lawful use as a campsite, combined with the absence of material harm from the proposal, justified a decision contrary to the development plan policy.

The minor locational conflict with Policy CS24 was outweighed by the material considerations including the established lawful use of the site for over 10 years and the absence of harm to landscape, biodiversity, neighbours' living conditions, traffic, and access, together with modest positive social and economic contributions to the rural economy.
