The increased height of the two-storey proposal compared to the previously approved single-storey scheme would be detrimental to the character and appearance of the area by appearing as incongruous overdevelopment and failing to maintain a subservient appearance to the main building fronting Stockport Road.
The economic benefits of providing office space and bringing a run-down site into use were outweighed by the harm to the character and appearance of the area.
