What decided it
The failure to demonstrate overriding environmental benefits as required by policy DM1.3(2)(d), combined with the limited economic and social benefits arising from a single dwelling, meant the proposal did not meet the policy threshold for development outside the settlement boundary.
Although the LPA can demonstrate a 5 year housing land supply and the proposal would make a positive but limited contribution to housing need, the limited benefits from construction, supply-chain activity, and new residents, together with the absence of demonstrated environmental benefits, do not outweigh the conflict with the development plan taken as a whole.
