What decided it

The evidence demonstrates that retail uses remain dominant in Hammersmith Town Centre with low vacancy rates, and there is no substantive evidence that the addition of a single adult gaming centre would adversely affect the retail function or vitality and viability of the town centre.

The benefits of bringing a vacant unit back into viable use, creating active frontages, generating local employment, and contributing to town centre regeneration outweighed the loss of a retail unit in a non-prime retail frontage area where retail dominance is maintained.
