The adverse impacts of the development—unacceptable harm to character and appearance, loss of outlook to neighbouring occupiers, and inadequate privacy and outlook for future occupiers—significantly and demonstrably outweigh the benefits of housing supply when assessed against the Framework taken as a whole.
The benefits of housing delivery and economic benefits were afforded great and modest weight respectively, but the significant harms to design quality, local character, and residential amenity were afforded significant and full weight, such that the adverse impacts significantly and demonstrably outweighed the benefits under paragraph 11(d) of the Framework.
