What decided it

The proposal would have an unacceptable effect on the biodiversity interests of the Epping Forest SAC, with inadequate mitigation to ensure no adverse effect on its integrity.

The protection afforded to the SAC is of a high order and the harm to its integrity outweighs the benefits of housing supply, site optimisation, accessibility standards, energy efficiency and design quality.
