What decided it

The site lies outside the settlement boundary where only exceptional circumstances justify development, and the proposal fails to demonstrate overriding benefits in economic, social and environmental terms as required by Policy DM1.3.

The limited economic and social benefits of one additional dwelling and construction activity were outweighed by the failure to meet the policy requirement for overriding benefits and the harm to rural character and landscape.
