The less than substantial harm to the setting of the listed building and character of the conservation area, combined with unacceptable harm to the outlook of neighbouring occupiers, could not be justified by the limited public benefits offered by a single dwelling.
The limited public benefits of housing supply, heritage improvements, social and economic benefits, and environmental benefits were outweighed by the great weight to be given to the less than substantial harm to the heritage assets and the unacceptable harm to neighbouring living conditions.
