What decided it
The unacceptable harm to highway safety from insufficient parking provision displacing vehicles onto a quiet residential cul-de-sac where children play, combined with detrimental effects on residential character and neighbours' living conditions from noise and disturbance, outweighed the principle of the use and any other benefits.
The principle of the development supported by policy H10 was outweighed by unacceptable harm to highway safety and detriment to residential amenity contrary to policy H14, with the wellbeing and employment benefits insufficient to overcome these harms and non-compliance with the development plan.
