The proposal fails to accord with Policies H1 and SS10 of the development plan, which restrict housing development outside settlement boundaries to limited infill and other specified forms of development that this proposal does not meet.

Although the development would not harm character and appearance, and would provide modest economic benefits and reasonable access to services, these considerations do not outweigh the conflict with the development plan taken as a whole, particularly given the Council's demonstrated five-year housing supply.
