What decided it

The proposed display's prominent positioning and orientation within the Mare Street streetscene, combined with its harmful distraction to drivers and pedestrians in an area of substantial traffic flow and informal pedestrian crossings near a bus stop, would result in substantial harm to both visual amenity and public safety that could not be outweighed by any benefits.

The environmental and economic benefits arising from the single advertisement would not outweigh the significant harm to amenity and public safety identified.
