What decided it
The fallback position of permitted development rights, combined with the limited scale of the proposed alterations and the retention of family housing, meant the proposal would not cause unacceptable harm to character, appearance, living conditions or highway safety.
The benefits of delivering a one-bedroom dwelling to address smaller household growth, whilst preserving family housing and retaining the existing parking provision, outweighed the limited concerns about the addition of a front door and the modest increase in traffic and pedestrian movements.
