The failure to demonstrate through a sequential test that there are no reasonably available sites for the proposed dwelling in areas of lower flood risk, contrary to Policies CSP.1 and CSP.2 and the Framework's sequential approach to flood risk.
The modest benefits of housing delivery, economic and social benefits from construction and occupation, and biodiversity enhancements from a single dwelling were outweighed by the conflict with flood risk policies and the failure to apply the sequential test, with paragraph 11d)i of the Framework providing a clear reason for refusal that displaces the tilted balance.
