The modest benefits of housing delivery, economic and social benefits from construction and occupation, and biodiversity enhancements from a single dwelling were outweighed by the conflict with flood risk policies and the failure to apply the sequential test, with paragraph 11d)i of the Framework providing a clear reason for refusal that displaces the tilted balance.
