The proposed development would result in an unacceptable impact on highway safety due to inadequate visibility and manoeuvring requirements, conflicting with Policy ST2 and paragraph 111 of the Framework.

The personal circumstances of the appellant were given weight but did not outweigh the significant adverse effects on highway safety and the safe and efficient operation of the highway.
