What decided it

The appeal site's highly sustainable location close to the District Centre with efficient public transport, combined with the genuine fallback position of refurbishment under permitted development which would generate identical parking demands, justified accepting the parking provision and dismissing highway safety concerns.

The benefits of providing eight flats with improved living standards and outdoor amenity space, supported by the sustainable location and fallback position, outweighed the Council's concerns about parking stress and living conditions impacts.
