The cantilevered design necessitated by the foul infrastructure constraint would be unprecedented and starkly incongruous in the context of the consistent character of the residential estate, causing unacceptable harm to character and appearance.

The small economic and social benefit of providing one additional dwelling to the housing stock was limited and did not outweigh the conflict with the development plan.
