The inability to be certain that likely significant effects to the ecological integrity of the Broads SAC would not occur, due to insufficient certainty regarding the specification, implementation and management of the proposed nutrient mitigation measures.
The social and economic benefits of housing delivery and use of a previously developed site, together with environmental benefits of woodland enhancement and biodiversity gain, were afforded moderate weight but were not sufficient to outweigh the statutory protection afforded to the Broads SAC and the conflict with Framework Paragraph 174a.
