The social and economic benefits of housing delivery and use of a previously developed site, together with environmental benefits of woodland enhancement and biodiversity gain, were afforded moderate weight but were not sufficient to outweigh the statutory protection afforded to the Broads SAC and the conflict with Framework Paragraph 174a.
