The significant harm to character and appearance through the creation of a suburban enclave in an important countryside gap, combined with poor living conditions due to overshadowing and the conflict with the housing strategy in Policy SD3, outweighed the limited benefits of the proposal.
The significant harm arising from the development in respect of character and appearance, highway safety, living conditions and protected trees was not outweighed by the limited benefits of housing supply, affordable housing, self-build opportunities, economic benefits and improved pedestrian access.
