What decided it
The unacceptable impact on pedestrian safety resulting from occupants seeking to access the Grand Western Canal on foot along the B3131, which lacks adequate refuge areas and footways, outweighed the limited economic benefits of the scheme.
The economic and social benefits of tourist accommodation and visitor spending were afforded limited weight, but were outweighed by the substantial weight attributed to pedestrian safety harm, resulting in conflict with the development plan.
