The location of the proposed dwelling set significantly further back from Newton Road would be at odds with the neighbouring properties and the rural setting, causing harmful effects on character and appearance that outweighed any personal or amenity considerations.

No balancing exercise was undertaken; the development was found to be harmful to character and appearance contrary to the development plan and NPPF, with no material considerations indicating it should be determined otherwise.
