The Inspector determined that while some night-time illuminance restriction was justified to protect residential amenity, the blanket prohibition on illumination between 23:00-07:00 was not proportionate, and a reduced illuminance level of 150cd/sqm during those hours would adequately protect amenity without the blanket ban.
