The adverse impacts of granting planning permission would not significantly and demonstrably outweigh the benefits when assessed against the policies of the Framework as a whole, with the conflict with the out-of-date Local Plan policies attributed limited weight and the limited benefits of the scheme (support for local services, small boost to housing land supply, no physical harm) favouring the proposal.
