The limited adverse landscape/visual effects, loss of agricultural land, and less than substantial harm to designated heritage assets were significantly and demonstrably outweighed by the very significant benefits of housing delivery (including affordable housing), highway infrastructure improvements and economic benefits, such that the proposal amounted to sustainable development.
