What decided it
The modest scale and design of the extension, combined with the existing mixed character of Church Road and the fact that no additional garden area would be overlooked beyond the existing dormer, meant the proposal would not cause harm to character and appearance or living conditions.
The technical conflicts with SPD Design Guidance on setbacks and overlooking distances were outweighed by the modest scale of the extension, its sympathetic design, the mixed character of the area, and the absence of material harm to the living conditions of the neighbouring property.
