What decided it

The inadequate visibility splay to the northeast of the access, which could not be secured and maintained, would have an unacceptable effect on highway safety in breach of Framework Policy TR6.4.

The benefits of re-using an existing building with heritage value and supporting a small-scale rural business (moderate weight) and the reduced need to commute (limited weight) were substantially outweighed by the unacceptable effect on highway safety arising from inadequate access visibility.
