Main issues, as the Inspector framed them

  • the principle of the proposal having regard to the development strategy for the area
  • the effect of the proposal on highway safety
  • the effect of the development on the character and appearance of the area

What decided it

The significant adverse risk to highway safety posed by HGV movements on White House Lane, combined with conflict with the development strategy for the area, substantially outweighed the economic and biodiversity benefits of the proposal.

The economic and social benefits of the scheme and the potential for biodiversity net gain in excess of the statutory requirement were substantially outweighed by the conflict with the development strategy for the area and the significant adverse impact on highway safety, such that even if the development represented a form of development within Policy S5.1 of the Framework, Policy TR6 would require refusal and the benefits would be substantially outweighed by the adverse effects.
