What decided it
The use of uPVC windows would harmfully diminish the significance of the non-designated heritage asset and its contribution to the conservation area through loss of traditional materials and introduction of non-authentic modern materials, and this less than substantial but considerable harm outweighs the limited private benefits to the appellant.
