The severely limited visibility from vehicles exiting the site onto a busy classified road would constitute an unacceptable hazard to highway safety that could not be outweighed by parking or sustainability benefits.

The net gain of one parking space and sustainability benefits of electric vehicle charging were outweighed by the significant harm to highway safety.
