The proposal would result in inadequate parking provision for a 5-bedroom dwelling, forcing displacement of at least one car onto a constrained road network where such parking would unacceptably compromise highway safety and pedestrian circulation.

The neutral factors of preservation of the conservation area character and absence of residential amenity harm did not outweigh the conflict with the development plan on parking and highway safety grounds.
