What decided it

The existing agricultural building is in sufficiently robust structural condition with all four walls and enclosed roof intact, such that the proposed replacement of external cladding and roofing constitutes a conversion rather than substantial rebuilding and therefore falls within the scope of reasonably necessary building operations under Class Q of the GPDO.
