What decided it
The significant shortfall in housing land supply (4.1 years against a five-year requirement) engaged paragraph 11 of the Framework, making the development plan policies out of date and shifting the balance decisively in favour of the proposal, as the adverse impacts did not significantly and demonstrably outweigh the housing and economic benefits.
The conflict with development plan policies relating to location of development attracted limited weight due to the out-of-date status of those policies; the provision of 75 dwellings (30% affordable) and employment opportunities during construction were given significant weight in favour; the adverse impacts did not significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole, and the presumption in favour of sustainable development warranted a decision other than in accordance with the development plan.
