Main issues, as the Inspector framed them

• whether the proposed development would be in a suitable location having regard to the development plan and national policies
• the effect of the proposed development on the character and appearance of the area in relation to landscape and the Area of Local Separation
• whether or not the proposed development makes adequate provision for affordable housing and other infrastructure requirements
• whether or not any conflict with the development plan and harm arising is outweighed by other considerations

What decided it

The lack of a five year housing land supply triggered the tilted balance under NPPF paragraph 11(d), and the significant benefits of housing and affordable housing delivery were not significantly and demonstrably outweighed by the moderate landscape and Area of Local Separation harms.

The significant benefits of delivering up to 170 dwellings (including 51 affordable homes), together with moderate biodiversity, open space and economic benefits, outweighed the moderate harm to landscape character and the Area of Local Separation and the moderate loss of best and most versatile agricultural land, so the adverse impacts did not significantly and demonstrably outweigh the benefits under NPPF paragraph 11(d).
