What decided it
The proposal's location in the countryside outside the settlement boundary conflicts fundamentally with the Council's spatial strategy as established in Policies DS1 and MTRA 4 of the JCS, and this conflict with an up-to-date development plan was not outweighed by the material considerations advanced in support.
The conflict with the development plan and spatial strategy, given significant weight, was not outweighed by the modest to moderate benefits of self-build housing, energy efficiency, heritage preservation, and other considerations, particularly given the Council's demonstrated 5-year housing land supply
