Main issues, as the Inspector framed them

  • whether the proposal represents a suitable location for housing, having regard to the relevant local and national policy context
  • the effect on the character and appearance of the area
  • the effect of the proposal on the heritage significance of The Step House, a Grade II Listed building and Wetheringsett Conservation Area, having regard to the effect on their respective settings
  • the effect of the proposal on the living conditions of neighbouring occupants, with respect to outlook, overlooking, noise and disturbance

What decided it

The less than substantial harm to the heritage significance of the listed building and conservation area, to which significant weight was given, could not be outweighed by the public benefits of the proposal, particularly given the Council's demonstrated housing land supply of over 9.5 years.

The public benefits of housing delivery, affordable housing provision and support for the primary school were insufficient to outweigh the less than substantial harm to the heritage significance of the listed building and conservation area and the significant harm to neighbours' living conditions.
