Main issues, as the Inspector framed them

  • Whether the appeal site is a suitable location for a residential garden having regard its public amenity value

What decided it

The visual amenity of the site would be maintained or improved through the appellant's landscaping, and the proposed residential garden use would not have an adverse impact on public amenity value given its location and the likelihood of limited use.
