What decided it

The combination of unsustainable location, considerable harm to character and appearance, failure to adequately secure affordable housing and appropriate housing mix, inefficient use of best and most versatile agricultural land, and unresolved ecological concerns collectively outweighed the substantial benefit of custom and self-build supply.
