Substantial weight to the housing land supply contribution and affordable housing provision and significant weight to economic benefits outweighed the significant harm to character and appearance, moderate harm from loss of agricultural land, and moderate weight given to conflict with ALP Policy C SP1 and SO DM1, such that adverse impacts did not significantly and demonstrably outweigh the benefits.
