What decided it

The unacceptable harm to the living conditions of neighbouring residents from vehicle noise and disturbance, combined with the absence of certainty regarding highway safety visibility splays, outweighed the benefits of providing an additional dwelling in a suitable location.

The benefits of providing an additional dwelling in a suitable location and supporting local services were outweighed by the unacceptably harmful effect on neighbouring residents' living conditions and the absence of certainty regarding highway safety, such that the adverse impacts significantly and demonstrably outweighed the benefits when assessed against the Framework as a whole.
