What decided it
The proposed garage, due to its siting, size, height and utilitarian appearance, would be visually stark and unduly prominent, dominating the entrance and reducing soft landscaping, thereby causing material and unacceptable harm to the character and appearance of the area that outweighs the benefits of the scheme and cannot be addressed by conditions.
The significant harm to character and appearance caused by the garage, weighted heavily against the proposal, outweighed the modest economic and social benefits and the very limited housing benefit, such that the adverse impacts would significantly and demonstrably outweigh the benefits when assessed against the Framework policies as a whole, and the presumption in favour of sustainable development should not be applied.
