What decided it

The proposal would conflict with the advanced Hastings Town Centre Public Realm Improvement Project by requiring redesign of the proposed landscaped rain garden area, thereby undermining town centre regeneration and vitality contrary to development plan policy and the Framework.

The limited benefits of improved network coverage and public facilities were substantially outweighed by the adverse effect on town centre vitality and the conflict with the HTCPRIP, a significant material consideration supporting regeneration.
